175 (...) The refusal by two departments to provide information represented an obstacle to producing and publishing a fully comprehensive survey. Thus, it can reasonably be concluded that without the information concerned the applicant was unable to contribute to a public debate drawing on accurate and reliable information. The information was therefore “necessary” within the meaning referred to in paragraph 159 above for the applicant’s exercise of its right to freedom of expression.
