Report on the responses to the Public Consultation on the Review of the EU Copyright Rules, European Commission July 2014.
The public consultation on the review of the EU copyright rules was held between 5 December 2013 and 5 March 2014. The consultation covered a broad range of issues, identified in the Commission communication on content in the digital single market, i.e.: ‘territoriality in the Internal Market, harmonisation, limitations and exceptions to copyright in the digital age; fragmentation of the EU copyright market; and how to improve the effectiveness and efficiency of enforcement while underpinning its legitimacy in the wider context of copyright reform’. The objective of the consultation was to gather input from all stakeholders on the Commission's review of the EU copyright rules.
The public consultation generated broad interest with more than 9,500 replies to the consultation document and a total of more than 11,000 messages, including questions and comments, sent to the Commission’s dedicated email address. A number of initiatives were also launched by organized stakeholders that nurtured the debate around the public consultation and drew attention to it.
