Een voorlopige uitwerking van IE-herziening. "A Single Market for Intellectual Property Rights Boosting creativity and innovation to provide economic growth, high quality jobs and first class products and services in Europe". Wat onder meer wordt vermeld: Uniforme octrooibescherming, modernisering van het merkenrechtsysteem, EU auteursrechtbeheer, technologie, user generated content, privékopie, bedrijfsgeheimen, maar ook public awareness en bi- en mulitilaterale verdragen.
